According to comments made by Cody Rhodes, All Elite Wrestling may have only revealed less than half of their roster. Cody was responding to a fan on Twitter who evidently felt AEW was missing the boat by not signing Goldberg.

AEW Roster Size
AEW’s roster currently sits at 37 male Superstars and 12 women. In comparison, the WWE RAW roster currently has 40 male Superstars assigned to it and 15 women. The WWE Smackdown roster has 36 male Superstars and 14 women.
