Hardy started going all-out Broken again on Twitter recently, which led some to report/suggest that a deal with Impact had been struck. Impact has been claiming ownership of the characters despite Matt and Jeff using them on the independent scene as well.

There is no confirmation that a deal with Impact has been reached, but it does appear Matt is confident the character will be on WWE programming shortly.
It could also be the case that the Hardys have received legal advice that they are able to use the characters, and that Impact’s claim to ownership of them is too weak. that seems to be what Reby is insinuating below:

Should a return to the Broken gimmick occur, it could mean the Hardys drop the tag belts on Sunday. In storyline, it was Matt’s successful expedition of gold that contained his condition, so having him lose the belts could let it loose again.
